Village of Hinckley Residential Refuse, Recycling and Yard Waste Services

Beginning October 1, 2018, Lakeshore Recycling Systems (LRS) will be providing the refuse (garbage), recycling and yard waste services for the Village of Hinckley residents. LRS is a privately owned company headquartered in Morton Grove, IL. The Hinckley residents will be serviced out of the Cortland, IL facility formerly known as DC Trash.

Hinckley residents can expect to receive improved service options for less and a very high level of service with a hometown touch from the LRS staff.

LRS is looking forward to being a part of the Hinckley community! LRS has a system in place to assist residents and ensure a smooth transition of service.

All residents are automatically set to receive a 95-gallon garbage cart and 65-gallon recycle cart. All cart exchange requests submitted as of 9/10 are going to be fulfilled AFTER October 1st. We will work as quickly as possible to fulfill requests. Residents who submit requests and are delivered the default cart sizes should use them if they are not exchanged before the first day of collection, Monday October 1st.

The physical transition of services will begin in late September. Residents will see new refuse and recycling carts delivered to their homes.

The Village of Hinckley is hosting LRS at the west side of the parking lot of the village hall for an Electronics and Household Hazardous Waste Recycling event. The event will be on Saturday, October 27 from 8:00am – 12:00pm. Find additional information here.

What is Changing?

  • Residents have the option to select a 35, 65 or 95 gallon cart for refuse and recycling.
  • Residents who do not select specific carts will automatically be delivered and invoiced for
    • 95-gallon garbage cart ($16.61 per month)
    • 65-gallon recycling cart (included with service at no charge)
    • Quarterly Administrative Fee ($.85)
  • The rate has gone down.
  • LRS will invoice residents for the service, instead of the Village, on a quarterly basis.
  • Unlimited yard waste service.
  • No more yard waste stickers.
  • One (1) bulk item may be placed out weekly for no charge.
  • The time of day materials are collected will change.
  • New routes are being established and adjusted throughout the transition.
  • Residents will use the LRS issued carts for weekly garbage and recycle collection.

What is Not Changing?

  • Monday will remain the service day.
  • All items need to be placed to the curb by 6:45AM on service day.
  • Garbage and recycling service is still unlimited.

GENERAL COLLECTION GUIDELINES AND CART INFORMATION

Monday is the service day.  All garbage, recycling and yard waste will be collected between the times of 7AM and 6PM on your collection day.

Every resident will be delivered a garbage and recycle cart on wheels, with a hinged lid and a handle bar. The LRS carts are to be used going forward.

Garbage Carts and Collection

All residents have the option to choose a 35, 65 or 95-gallon garbage cart.

Residents will automatically be delivered a 95-gallon garbage cart, by default, unless different cart sizes are selected. See Cart Selection Information if you’d like a different size.

There is no limit to the amount of garbage LRS will collect. Residents may use a non-LRS cart or container for waste or recycling materials that do not fit into the LRS issued cart so long as it does not exceed 35 gallons, 50 lbs. and has two handles.

Please note: garbage mixed with yard waste, leaves or organic material will not be collected, as this material is not permitted in State of Illinois Landfills.

Residents may request an additional 95-gallon garbage cart for $5.00 per month.

Recycling Carts and Co-Mingled Collection

All residents have the option to choose between a 35, 65 or 95-gallon recycle cart.

Residents will automatically be delivered a 65-gallon recycle cart, by default, unless different cart sizes are selected. See Cart Selection Information if you would like a different size.

Residents who generate more recyclables, may request one (1) additional 95 gallon recycle cart at no charge. Residents may use a non-LRS cart or container for waste or recycling materials that do not fit into the LRS issued cart, so long as it does not exceed 35 gallons, 50 lbs. and has two handles.

Recycling needs to be properly prepared in accordance with the recycling guideline. All food-based recyclable containers should be rinsed. Plastic bags are not recyclable, and should not be placed in recycling carts. Click here for an LRS Recycle Guide.

Yard Waste Collection

Yard waste is considered grass or shrubbery cuttings, leaves, tree limbs, and other materials accumulated as a result of the care of lawns, shrubbery and vines.

Yard Waste season begins April 1 through November 15 each year. Yard waste collection is unlimited so long as it’s properly prepared. Yard waste can be placed in 2 ply, biodegradable paper bags, or containers not exceeding 35 gallons and marked clearly with a large “X” or the yard waste carts provided by the LRS for $5.00 per month or brush bundles tied in biodegradable twine not exceeding 4’ length, 2’ width and 50 lbs. Leaves must be bagged.

Rates and Billing Information

All Village residents will be billed for waste service each quarter direct from LRS. Basic service includes garbage, recycling and yard-waste service.

A default service will be provided and charged for residents using the 95-gallon rate below unless a different cart selection is made by September 9, 2018.  

Monthly rates for garbage service from October 2018 through August 2019 are as follows:

  • 35-gallon garbage cart = $16.07
  • 65-gallon garbage cart = $16.15
  • 95-gallon garbage cart = $16.61

A quarterly administrative fee of $0.85 applies to each invoice. Annual rate increases will apply each October through 2028.

Cart Selection Information

All residents are automatically set to receive a 95-gallon garbage cart and 65-gallon recycle cart. All cart exchange requests submitted as of 9/10 are going to be fulfilled AFTER October 1st. We will work as quickly as possible to fulfill requests. Residents who submit requests and are delivered the default cart sizes should use them if they are not exchanged before the first day of collection, Monday, October 1st.

  • Cart exchanges requested after 9/9 will be delivered after 10/1 and may take up to two weeks to be delivered. Exchanges will be done at no charge until 10/31.
  • Beginning November 1st, a $15.00 cart exchange fee will apply.

Bulk Items

“Bulk Items” are items that are too large to fit into a cart or can. LRS will collect one bulk item per week at no charge. Carpet rolls must be no longer than 4’ in length, and 18” in diameter. If a bulk item is deemed hazardous, unacceptable for landfills or weighs more than 50lbs, that item will not be taken. Please schedule a special pickup with LRS for these types of items.

“White Goods” (Appliances)

“White Goods,” are appliances containing CFC, HCFC, PCBs, mercury switches or other hazardous components (refrigerators, air conditioners, humidifiers, etc.). Standard appliances will be picked up for $35.00 each. Appliances are collected separately by a box truck.

DIY Construction

Home remodeling waste that includes, but is not limited to drywall, plywood, paneling, lumber, doors, windows, cabinets, porcelain fixtures, sod, fencing, concrete or rocks will require special pickups. Residents will need to schedule service for these items and call to receive instructions on how to best prepare them for collection. Estimates will be provided and items will be charged by the yard.

Christmas Trees

Christmas trees (not artificial) will be collected for no charge between January 2 through January 31.

Senior Program – Discount Requirements

Senior citizens over the age of 65 who are head of household may receive a discounted rates. In order to establish the discounted rate, the following is required:

  1. PHOTO ID – Copy of valid State of Illinois Identification or Driver’s License presented to LRS by mail, email or in person.
  2. WATER BILL – Current or recent Village of Hinckley water bill.  The water bill should be addressed to the same name as the photo ID and be issued within the past 4 months.
  3. Please bring or submit the photo identification and water bill as described to:
